Brand databases to beat VeRO

VeRO issue is caused by Intellectual Property (IP), though eBay provide list of brand however it's not complete, why do sellers not use brand databases like WIPO (World Intellectual Property Organization) https://www3.wipo.int/branddb/en/ to fight against it? What is its weakness?

The weakness is that knowing who holds a trademark or copyright does not give you permission to sell that brand.

Thanks but my point is that, why do sellers not use brand database like WIPO as one of their strategies to avoid listing VeRO items (Most of the sellers just use VeRO checker api)? Do these databases have some limitations which makes them not useful to avoid listing VeRO?

Sellers list VeRO stuff generally because they're selling counterfeits and it's very profitable.
