A 2009 old eBay account linked ON MP by ID card?

Hello, a friend of mine has a suspended 2009 ebay account (and his excel shows that the unicque national ID number = DNI (like a SSN for other countries) is on file with eBay.

Now he wants to create a new seller account under managed payments with same Name and "ID number" (I suppose eBay will request when opting into M.P.) but different adress

Will it work or is there a way to bypass the ID number request on Managed Payments?

Seems unlikely they will link like that. They claim to destroy documents previously.

Yes but it seems that "ID number" could be already registered

So ebay delete ids etc ?? Is this curtain or just out of experience ?

So what to do to bypass this problem if eBay already has the ID card number?
