Do paypal still release funds in few days after shipping?

I would like to confirm if paypal still release funds within few days after adding tracking numbers on both paypal and ebay for new accounts that have the 21days hold period.

Yes they do.
If Im not mistaken the rule is within 3 days of delivery being confirmed.
