Are both your eBay and PayPal stealth accounts or legit and in your name? If they aren't, I's suggest you refund and move on because it would be a feat recovering both accounts if they're stealth.
Did you sell items that are against eBay / PayPal policies? If you did, I'd say refund and move on as there's a small chance that you may not get the funds out after 180 days due to PayPal's AUP.
However, if both accounts are legit and you did not violate a policy, there's a good chance that both accounts may be reinstated if you have all the information they require.
I'd say you should ship out under the condition that you contact eBay CS (via chat only) and obtain permission to do so. Tell them you're concerned that they may auto refund your customers - and you wanted assurance that they'd not do so as you intend to ship out all sold items.
Make sure you have the chat transcript.
If they OK you. Send out your items but add tracking details ASAP. If you do not, you'd have no leg to stand on if things go wrong should you wish to go to the BBB to complain.
Once you have done so, collate all the documents you need to reinstate your accounts and present it so that it is all self-explanatory. Make sure all docs are original and legible.
Add a cover letter with a table of content referencing all included documents.
Your cover letter should briefly explain where you're going with your business and how you intend to be a credit to eBay/PayPal and your customers.
Don't leave anything to chance and don't assume anything.
