Previously, I was able to link an already used card to a new paypal, it took about 3-5 days after which I could use the card again. But first I had to unlink the card from the old paypal, of course. At the end of 2020, this theme stopped working, at least for me Advice not to do this, because you will link two accounts and even if it works, ebay will catch up with you anyway. Such accounts with old cards have not lived with me for more than half a year

Just use new PayPal with payoneer it’s the best way you can do it!

I also have the same issue.
My eBay was suspended, but the PayPal still functioned and let me withdraw £1200.

I think personally it's best to Use a New PayPal.

If you do decide to use your existing PayPal make sure you remove any links to the previous eBay used. And add a new eMail address on the PayPal and then remove your previous email. Would love to know if you try this and it works.

Currently in the same situation. Thinking of making a new eBay and using the old PayPal. Cause USF I make a new PayPal I'm worried that PayPal will also limit that new account and I won't be able to withdraw any of my money. I'd rather have my old PayPal linked to eBay and just have my eBay suspended again than have my PayPal suspended as well.
