I have recently been forced to "graduate" more seasoned accounts I have to MP. I may be completely wrong about this, but what if MP staff and ebay staff have a major disconnect. Basically, it isnt like the old style of ebay connecting and linking accounts. Now, you have mp staff that only wants to verify real people and you still have ebay staff that knows nothing of what the other is doing unless you break TOS.

Another thought, I feel like the MP invite is now controlled by a bot versus the old way where you had to send in dox. They seem to want to just grab up solid accounts and automatically correct them with no reconcilliation.

Agreed with your 2nd paragraph. It feels like they're giving tons of leeway because they don't want to lose a large portion of sellers in a short period of time. It's unbelievable the things I've gotten away with during MP registration.

Either they are turning their heads from their old methods of detection, or there is a separation of teams that process information.

It would not surprise me a bit if the people that actually control your payments are completely disconnected and out of house. Third-party contracting.
