Youll need a real US based phone number.
Virtual numbers will get your acct suspended.

The way to go from overseas is to get a VOIP account and use a land line number, there are a number of alternative you can use. Get a MagicJack dongle and plug a phone into it. You can activate USA PayPal and eBay using a landline.

There are plenty of non VoIP numbers nowadays, so it's pretty easy to get a real US number for eBay. You can get a number for one time verification or rent it for long term.
