I talked to eBay customer support on chat and the agent asked me to appeal the case, I assumed she is talking about escalating the case. What to expect next?

The scammer can't wait and escalated the case. What are my chances of winning? I have lost a few times with item delivered and still lose. Not so happy and optimistic with eBay.

You can't lose. If you do, at first, appeal it. Don't give up.

Like I said earlier, I've never lost a case when the tracking shows delivered.

Buyer opened a dispute on PayPal as well. Are they actually allowed to do that? Scammer goes a way and beyond nowadays. The scammer calling me a scam, so ridiculous.

They're allowed to open a dispute, sure but PP will analyze it and will see the flow of info/activity to make a decision

No,a dispute of item not received (not item not as described),Ebay will side with seller since tracking shows it has been delivered,so buyer will lose this case.
thats why he is going to Paypal.
What reason did he use ?If INAD,then

Paypal will ask the buyer to return the item back to the seller in HK and get his money back.
Now who is going to pay return shipping to HK with tracking?
PAYPAL has a policy of giving you some money for return lable but you must apply when you make payment,not when you open a dispute.
Returning an item back to HK would be expensive,unless it is pricey item,buyer would not be willing to do that.
Buyer can also file chargeback with his cc issuer ,not familiar with cc policy in HK?

question for OP-
buyer said tracking shows delivered,but the name and address on the package is not his and the item is not what he ordered.
Are you dropshipping?
Do you have the item ordered and shipped it yourself or you ask someone else to do it for you?

What if they've set their dispatch time to 14 days?

In any event the buyer has been able to open a case, but it's not uncommon for buyers to fail to read dispatch times and delivery estimates. Some goods coming from China to Europe are quoting 50-60 days to arrive.
