should I make a different account?

hi everyone,

so my eBay account is likely tomorrow to go into bellow standard level, I really don't want too sell when my account is bellow standard level as the fees are extremely high and I get almost zero sales. now the question, does creating or buying a new account get linked to the older eBay and account and does this inform eBay on my bellow standard level on that account and would this affect the new account?
