What happens to buyers who abuse "item not received"?

What happens to buyers who open a lot of "item not received" cases? Does eBay boot them for life?

they will have their buying privilege taken away from them for being a hazard to ebay seller community,but they can still sell.
if it is fraud,then no buy no sell
