eBay - Risky items rng?

Hello,
I couldn't find simmiliar thread.
I am writing because a fact puzzles me. Some people are selling "Windows 10 keys" on eBay. Some despite the fact that the account has 2 days they get banned in 10min, and others only after 2 days. What does it depend on?

Too risky to sell those - anyone successful with it is unlikely to give you big pointers and cause competition for themselves...
