Sounds like the same type of 30-day payment hold Paypal does with new accounts or accounts they deem as high risk. eBay has never put any holds on any of my accounts so your account must be one of those two things, at least in eBay's eyes.
Join the CLuB!!! they hold big payments for 30 days now bcuz they know once its sent to a bank account, 95% chance they cant get it back so they hold funds for 30 days. Solution to that problem is only sell one item at a time on that account wait 30 days until payout. while you're waiting build more accounts and keep selling.. dont pile it all in one account.. bcuz your heart will stop when you get an email saying no-reply@ebay.com then you'll be ANGRY haha!
Can MP access your bank account and claw back the $$?
If it can make deposit to your bank account,it should also be able to withdraw from your bank account,the difference is a sign '+' or '-'.
if there is not enough fund to withdraw,would the bank slap you with NSF fee?

This is happening on my new accounts but it does not happen before. i guess i have to sell few cheap items before moving to expensive ones. i sell musical instruments and optics
Paypal can no longer do the payment holds for new accounts since eBay is processing payments now, so eBay is doing it directly instead. It's always been this way though.
That is normal and very random. some accounts have it some will pay out right away. usually after you recive 2-3k in total future payments wont go on hold.
Providing a valid tracking will release the funds within 3 days after item arrives. ebay can not read all trackings but the most comons they can
