Best region for stealth? Also, any regions still work with Paypal?

A lot of people mentioned that Russia, Thailand, and Israel eBay accounts still worked with Paypal. Has this changed since then? If not, than what is the best region to use for eBay stealth these days? I want to avoid using MP and a bank account.

Following this thread - I think MP has rolled out all over pretty much but I could be wrong

MP is not yet fully operational, god knows how many accounts are still run on PayPal.

In the UK and the US its 100% as far as I know

Russia I think still may use PP? I could be wrong though

Most of the EU is on MP being managed by Payonner with the US and the UK run by Ayden

Paypal is restricted for new accounts. Some older accounts still use it.
