You can try calling or chat to customer service but the best way is to let eBay do it automatically. Just max out your limits each month and after 3 months they raise it for you

Calling in is always risky.

Just sell through your monthly limit, max it out,

Ship FAST, put a note in your package thanking the buyer and request a positive feedback.

Sometimes the limit goes up in less than 2 months and rinse and repeat.

Might need to build it up overtime. Ship your items out promptly and do well with your sales.
From what I recall, you can request a higher limit once per month.
