EBay registration now REQUIRES credit card verification?

I attempted to create a new account about 8 times, but each time, it now asks for a credit card verification, not an E-mail verification. Is this a new wrinkle devised by EBay over the course of the past 12 hours?

I implore others to test this, just in case some of my settings are screwed up. Thanks!

I think there linking you this is why it ask to cc verfiy. I know if the past if i tried to make 1 account then make another with out delete cookies and flashcookies and changeing ip it will ask to cc verfiy as well.
