Question about dedicated VPN

Which VPN service provide the best dedicated IPs for US ebay accounts?
I heard IP Burger does not work very well anymore?
I have cellular data hotspot for now but I am a frequent traveller so that might cause some problems.
For account creation, which is better Hotspot or Dedicated IPs?

But I travel a lot so the IPs would be from different locations although still within US. I think that does not look very good with ebay. IP burger Dedicated IP would be good enough?
