The problem is that the account is registered on ebay.de
Unfortunately I dont speak German and .de doesnt have a support in Enlgish.

I called many times before to ebay.de
I can assure you that there they dont speak English or dont want to ...

Find someone that can call on your behalf. Visit a local forum, post in the marketplace and if you are paying well you should be flooded with requests.

There should be an option to chat via "guest" option and ask to change the number. I did it on my few UK accounts
