Ebay only flaggs you if you fail to upload TN with correct Orig_State and Dest_State

From what I read (I couldn't confirm 100% with an ebay agent unfortunately), I feel that this is the right assumption. Ebay doesn't care if your residence address is from an outside-US country, ebay doesn't care if the exact city of item location or buyer's location in TN doesn't match (you can in the end agree or disagree on that directly with the buyer), but at least origin and destination US states in TN must match...
I would like to hear input of your experience on this please
