I need to buy an ebay stealth accuont

Hello, Want to buy an ebay account and I have some questions about it:
I'm from R. Moldova(Europe).

1. Can I use an uk ebay stealth (i'm not from uk and don't have a uk bank account) ?

2. For Those that are selling ebay stealth with payoneer, Can i stransfer the money from payoneer stealth account to my personal or my bank account?
