I also signed up about 1.5 months ago and got the 2,000,000,000.00 limit. I spoke to someone on chat and they said it just means the account doesn't have a limit at this time, usually a business account where documents/info cleared without any bumps. This wouldn't be the same for a personal account (limit).
You can easily sell $1500-$2000 per month, if you do it over the course of the month, ship quickly or same day and try to use eBay labels rather than a third party and entering tracking (you will also get your funds quicker this way - upon delivery not 14 days).
If all the data matches up during registration, there is no reason to just automatically ban accounts, in fact eBay is facing their own share of lawsuits for various things right now. Yes there are checkpoints but it's crucial to make sure your documents and info lines up and is accurate. If you start switching names, bank accounts, shipping late, lots of returns, done.
Also remember, a, "stealth" account can be one with similar info to yours, or it can be entirely of another identity. If it is another identity, it is not really a, "stealth" account to ebay.
