Are you talking about Payoneer?
Because I am having trouble with verifying Address in Payoneer, they won't accept any of my documents.
Will made up documents work?

They can not verify utility bills, they can however check name and address against databases that credit reporting agencies provide.

Any problems with Payoneer, verified address in 3-5 hours. I think you use wrong documents format.

Impossible to verify utility bills by they company ) You can use pdf editor and It will be fine !

Right, for pdf file need to modify hash of file and signature. Or etit on on editor stamp and make photo or scan. Very easy )
