what works for one seller may not work for another.
It depends how much capital you have,where you are and other resources.

Retail arbitrage as defined by Ebay is to take customer money at one site and then go to another retailer ,buy the item with customer money and ask them to ship.
This is not allowed on Ebay.
But plenty of sellers on Ebay are doing it
