Ebay does not alow to create new accounts

Hello.
Ebay does not alow to make new account. When entering all information whats is asked when registering than next step is provide phone number. And there is the problem. Im providing new phone number, brand new SIM ! But ebay says enter valid number.

I suspect they are having some system issues at the moment. I have instant payout enabled and when i went to check the setting, it said, "debit payments are not allowed for your account." Give it couple hours

Is the SIM card from one of the top carriers or is a third party company selling cheap sims, some contributors are saying that these are not working in some instances.

They told ke delete cookies, change browser, change to other phone number, wait 24h
They say everything. The problem is in ebay system not in user computer
