Alright this is exactly what you do,
Open an unpaid item dispute for the transaction and select buyers payment has not been received. Then the buyer will probably be an a$$#ole towards you but just be patient and wait a while without replying back to him. After ebay has sent the buyer the unpaid item reminders then after a certain period of time (I think around 3 weeks) the transaction will be closed and your fee's will be refunded.
In regards to your negative feedback, don't worry about it. As soon as the dispute is closed by ebay, the buyer will receive an unpaid item strike and all feedback previledges of the buyer will be forfeited or if he has already left you feedback it will be withdrawn automatically and your negative feedback would be totally effaced.
While in the dispute, don't even bother talking to the prick, keep it professional and bide your time until he gets an unpaid item strike. He can claim a 100 times over that he sent you the payment but he would have no proof, as soon as ebay hits him with an unpaid item strike he can plead his case all he wants and cry to ebay but they will do absolutely nothing.
