1: Does it remove payment Holds?

2: Are there no limits caps on products / monetary value

if it is the selling limit in quantity terms it means you can list more but you can not sell much more , if your sales spike too much you risk being taken down by bots

it is really the same thing with ebay all over , you ask their reps how much you can list and they tell you that can sell within your selling limit and once you get suspended for overselling the same reps will tell you that you are a risk to community and can never sell on ebay again

I've just had this on two long standing Top Rated seller account.

I do not think it needs to be viewed with too much skepticism, my guess is they are only offering it to decent sellers as an incentive to list more. My newer low volume accounts haven't received it.

Ironically, both my accounts which received this message are nowhere near the limits I already had.

Might sell them. :)
