Some ebay buyers getting my item at a lower price?

I have a listing selling hot wheels decals at $5.09 and a few buyers has bought it at $4.74 how are they doing that? I have not done any offers.
It happen 2 times this month.

I don't know. It happen once in november and 2 times this month. If it happens anymore i will half to call ebay.

Could the buyers be business accounts with their tax number registered so that they do not pay tax!

that would not come out of the asking price.
Are these two buyers from foreign countries ?

Maybe there is a discount being offered if they are buying multiple lots in your listing OP? Perhaps worth checking

true about the first part - i don't think dynamic pricing and market conditions are at play here via an adjustment
