Has ebay prevented click & collect for guests or new members?

Has ebay prevented click & collect for guests or new member accounts? I'm trying to buy cheap gold bars from £100 to £300. But ebay will not allow me to buy anything to click & collect address, why is that, is there policy change, can someone get some info for me? Even when the post to address is the same as my billing address, it's denying card payment.

It would make sense for them to do that. I've had "new" members using brand new accounts choose click and collect and then claim item not as described and then send back a different item and then ebay gave them a refund.

Ebay usually looks for patterns of behaviour before deciding in a sellers favor so as you can imagine a fresh account is perfect for this scam as a buyer will win every time.

And I can't even pursue the buyer via small claims court as he used click and collect.
