look what they say
Thank you for contacting eBay Customer Service.
I understand that you have debit, Visa card and Bank account but you didn’t have the Credit Card as you want the payout. Rest assured, I will make sure this is handled promptly.
Firstly, please know that it’s a mandatory requirement to link a Credit Card, and set it as a preferred method to cover the Selling Cost, because we need a payment method on file. In this scenario, you’ll have to apply for a Credit Card, and once a valid Credit Card is linked, and set as preferred mode for Selling cost, the payout which is temporarily held will be released.

he misunderstood them , in english credit card means both debit and credit card so that anyone asking for a card in english would usually say credit card by default
the problem is that the guy does not have a card for payouts but only for purchases , it is necessary to add a card and while adding it is asking whether it is for purchases or selling cost

ebay and most other companies call it a credit card regardless of what card it is , in reality any VISA or MC would do

Is there such a thing as Prepaid Credit card?
I doubt a Paypal account would work,Ebay wants a credit card, not a debit card and not Paypal,

prepaid is not needed , he is in the EU so he can easily get virtual visa / mastercard
EU is the easiest place to do it because there are many states and ebay would accept cards from any of those states
