Free listing UK?

I have seen tv ads in the UK that state it’s free to list on ebay, except motors. However when I am trying to list, it states that it is 36p? What is going on?

Don't believe everything you see on TV

Free for private sellers in certain categories, under certain circumstances.

Not free for business seller's
