Promoted Listings Paused

Does anyone know how long does it take for promoted listings to be available. As far as I recall it is based on the amount is orders and feedback. Someone told me it is based on 30 day after first sale. Which one is it ?

I could be wrong, but in the UK I read that it is based on seller rating.. On my new accounts, I only got promoted listings after the seller level was rated "Above standard".
