Overseas Warehouse Block Policy
 

I created another account and tried to create new listing, the account address is Israel and the items are located in US, this is the message I got when trying to submit the new listing:
It appears you’re listing a forward-deployed item in a country different from your registered address. These items can’t be listed according to our Overseas Warehouse Block Policy. To ship from overseas warehouses, apply at whappeals@ebay.com.

Anybody can help?

Are they going to ask also for invoices or agreement of the products I purchase from my supplier? The goods are in the US in a fulfillment center warehouse. I can provide easily the contract with the fulfillment center. But is that the only thing they will ask to provide?

Possibly also proof of stock at the fulfilment center? I am not sure if agreement is only going to cut it...

yes they need the agreement between you and fulfillment center.

Hi everyone,

I received the same message while trying to create a new listing:

My account is registered in Ukraine, but I ship items from a partner located in the United States. I don’t have an official fulfillment contract, just a private agreement with someone who handles storage and shipping from within the U.S.

If anyone here has dealt with this:

What exactly did you write in your email to whappeals@ebay.com?

What documents did you provide?

How long did it take to get a response or approval?

Would really appreciate any real experience or advice — thanks in advance!

@Alex, first question that needs clarification for better discussion is what is this item being identified as forward-deployed item? Or at least a light description of the item.

It’s a collection of DVD discs with old movies classic cinema titles that are no longer widely available.
The DVDs are stored and shipped by a partner in the U.S., while my account is registered in Ukraine.
There’s no official fulfillment contract, just a private arrangement for handling packaging and shipping.

The "no longer widely available" may be a known thing to eb - especially if super popular.

it is a policy formerly limited to asian sellers but it was extended to most other countries except the main ebay countries as ebay do almost 100% of business in just 5-6 countries so that essentially anyone outside of those countries is not that important to them

if you want to get approved for use of foreign fulfillment you will need to create selling history with the same type of items using your own fulfillment on the same ebay site where you want to use third party warehouse later

with no selling history your chances are low to non existent

So, just to confirm I need to first build a selling history by shipping from my registered country before I can get approved, right?
Also, does this require a certain number of sales or feedback, or is it simply about the amount of time since the first sale?
I’m asking because eBay isn’t even responding to my emails at the moment. Thanks!

if you are registered in israel you can still ship from the US but you need to write israel as item location , buyers will get their items fast so item location misrepresentation will not be an issue

you sell for a few months , collect selling history and apply then

if it does not work you wait and apply again

in any case ebay do not like new sellers who sell internationally so that selling history is needed , once you have shown you have positive performance on international you will have much better chances of success

I understand your point, but in my case the tracking number will still show that the package was sent from Florida. Even if eBay ignores this, there’s still the issue that I won’t appear in the “U.S. seller” filter, which could affect visibility for some buyers.

I didn’t get any reply to my first message regarding the Overseas Warehouse Block Policy. I wrote a second one, and after about a week I finally received a form from eBay.

In that form I was asked to provide, among other things:

warehouse address,

company name,

and "Will you be able to share a copy of your warehouse partnership agreement by sending it to whappeals@ebay.com?"

I have already submitted the requested information and now I’m waiting for a reply from eBay.

Hi everyone,

I wanted to share my experience with the Overseas Warehouse Block Policy approval process.
After sending my agreement and required documents, I waited for 9 days but didn’t receive any response.

I then contacted support in chat to ask when I might get an answer, and this was their reply:

"I have reviewed your account details for your issue and according to your statement, I would request you to please wait for 30 days, as you have already sent the email to that particular email ID, so please wait for the above mentioned timeline. So that your information can be verified and within this timeline you will get the approval and then you can create listing."

So basically, they told me the review will take 30 days, and only after that I’ll get an approval (or not) to create listings with a U.S. warehouse location.

Hope it works out - I wouldn't keep my hopes up ...but here's hoping for the best :thumb:

It’s been 30 days and I still haven’t received approval. I reached out in chat, and they told me that 30 days is just an approximate timeframe and to keep waiting. I then asked to be connected with a supervisor and explained the situation. He replied that he couldn’t see any requests from me at all. I sent him the time and date of my emails, and they said they will investigate but the main point I realized is that my emails aren’t even reaching them.

I know plenty Chinese sellers with Chinese accounts using some type of warehouse in states like Georgia. They're somehow sending the items, then a company must be packaging and shipping for them.

I hate it, but it is what it is. If they can do it, you must be able too. I know a specific person who is doing it and he is not very smart, also doesn't speak English.

There are two warehouses in California where most of the Chinese goods like wall clock,desktop appliances etc are stocked ,enabling the Chinese sellers to offer low or free domestic shipping.
