It's the natural progression of a publicly traded company maximizing profits via promoted listings. As long as some sellers are willing to pay a %, they are the ones who are going to get the sales. |

There is no shuffling of organic search results because for a few years now, there's no organic search results. eBay search is no different than companies bidding for placement on Google search. Whoever bids the highest gets placed highest in search results. eBay even says this themselves when you create a listing and they give you the option at the bottom to opt into Promoted General and Promoted Advanced.
If you want to get sales you've pretty much got to use promoted listings, raising your prices accordingly. |

Also it gets a boost, e.g if you're viewing someone else's listing on their page your listing will appear in a carousel as "similar suggested item".
For some I have to set at 12% while others on a 2% with less saturation make good sales too.
But it is getting more towards promoted listings = higher sales. |
