How long do you have to be a seller, and what sales turnover do you need to have to avoid a hold on sales funds? I've been selling for over eight months, totaling $700-800. No negative reviews, all items have been delivered. Terek codes are valid. The hold on sales funds is still 14 days or more. When will this stop? Is there a strategy?

We are rapidly moving towards an ecommerce ecosystem where all payments will be held until tracking confirms delivery or the buyer confirms they received the item. eBay is one of the few platforms that still give any sellers access to payments prior to delivery.
I have an account that's 12 years old that has payment holds because it took a year break from selling. It's been selling again for 3 months now and payments are still being held until 2 days after delivery.

Difficult to say 100%. But let's get a better understanding of your account first. "Terek codes are valid" - what's that mean? What category of sales? How many items sold total $700-800? | All items are shipped from the USA to customers in the USA. All items are shipped with track codes, and the track codes indicate that the item has been delivered to the customer's address. The account country is Kazakhstan or Europe. However, all shipments are from the USA

There's no concise answer to the question. Just do everything you can to keep the account healthy.

on kazakhstan they may keep the hold long term as it is a high risk country , people here can not really give advice as their accounts are mostly in western europe and north america which have different standards

Usually on my new accounts, it takes a month - up to 3 months on some occasions of selling and delivering packages regularly until they stop holding your payments.
Really random.
On my Premium(a.k.a aged accounts with proper seller history and lots of positive feedback) I get all payments in 24 hours. NOW... If I suddently start selling £1000 items everyday, eventually they will start holding the payments until delivery is confirmed - either via tracking number or customer feedback.
It's better that way though, reduced fraud, and a better, safe environment for us sellers and buyers.

This allowed me to generate cash flow faster. I'm against fraud, but I'm all for the ability to work faster and without delays.

None of what agent has mentioned makes any difference, to be honest. It's just a matter of establishing a track record for your account.
In your OP you mentioned that you've been selling for 8 months with a total sales volume of $700-800. That's a very low turnover for an account that's been selling for that long.
Best advice I can give is to not push it. Keep providing good customer service and the payment holds will go away eventually.
