Need to sumbit dispute but confusing senerio
 

Ok so i recently made a purchase of a gift card using $130 ebay coupon (which was becuase an item i bought refund couldnt be posted on my pp accoutn cause it became limited) + paid like 50 using debit.

So this is the story, i bought a gift card from a seller (with not much feedback-- my mistake :() it was in a way a digital item... once i got it i confirmed it had the balance but 2 days later when i tried to buy something it says i have NO BALANCE!.

Ive realised that he wasnt even allowed to list this because its not a Tangable gift card.

So what do i do?? submit dispute via paypal or ebay? reson im asking is because an ebay curtosy coupon is involved.

perfer not to make dispute via ebay because i opend new account for selling and have only bought 3 items

EDIT : do i do a SNAD dispute or item not recived? he hasnt shipped it just emailed code

Paypal well find in favor of the seller because they only protect buyers for items ship.

There should be a way out, i mean a seller has scammed me for like $180

I'd tell both eBay and Paypal the situation. Evidence would help too, you could call the gift card company and tell them the situation or ask them why the balance is zero. They might provide some kinda evidence suggesting fraud activity or whatever. The best case for you I think would be if the gift card wasn't tangible than I'm assuming nothing was sent to you via physical shipment? If that's the case than you could tell eBay and Paypal that nothing was delivered to you and the seller can't provide tracking or proof.
