second chance offers - safe to send?

I just sold an item that had 9 bidders, obviously only the highest bidder won the item. I have lots of the same item however, so I'm thinking about sending those 'second chance offers' to the other 8 bidders. Does anyone have experience with this? Will eBay consider it a safety risk or abuse if you send a second chance offer to 8 people at the same time?

I've sent them safely to at the most 3 people without getting in trouble. I've never had more than that many unique buyers, so I don't know if more will be a risk.

yeah i wouldnt try sending too many 1-2 shooould be ok.

You know--- I NEVER thought about this being an "abusing ebay" possibility?? maybe you're onto something??? I've sent 6,7 even tonite, all on $30-$40 items...
