Using someone elses Ebay Account
 

If I were to use my brothers ebay & paypal account, set the seller's account up from his computer etc. etc. am I able to check my/his account from my home computer to answer messages to check purchases, etc.?

Technically, yes.

If you access ebay and paypal from your own computer for any other account already, you would need to observe all stealth practices.

So it would be best not to sign in to any of my old accounts?

That isn't what I meant, exactly.

What I meant is that you can create the account you mentioned, and use it at home. You can even create it from home. Just be sure you observe all appropriate steps of changing your windows user account, you IP, etc. every time you log into a different ebay or paypal account.
