I would not recommend selling Windows 7 Ultimate. Majority of those who sell it have very low feedback in new accounts: this is not a good sign!
Furthermore, Chinese counterfeiters are very cheap, so they reuse the same key over and over again. Microsoft is now in position to block many of those keys, leaving confused and angry buyers with two choices: rollback to previous operating system or take Microsoft's offer to buy product key directly from Microsoft(this is quite expensive, although one also gets 'victim of piracy discount'.)
On a new account, ebay will likely place you on a 30-day selling restriction: they won't let you sell whole bunch of these right away, although, there are ways of getting around it.
I don't think that Microsoft will bother you at all unless you sell: OEM system builder copies without disclaimer, academic software, licenses without genuine installation media or if you you sell archival copies without original disks.
It's ebay, one has to worry about-- I am certain they got hit with many chargebacks. I monitor, Microsoft forum and MS is definitely blocking bunch of keys.
