are paypal money requests safer than link ebay account?

Is there any difference in terms of avoiding being limited on paypal between not linking an ebay account to a paypal account and just sending a money request to the buyer that is not in anyway affiliated with your ebay account?

From my experience you will get limited. Because since PayPal change the rules of not being able to select ebay as a option to pay for something.. Now when you select it it makes you complete the transaction on ebay. I tried it and I even entered the tracking number still had a long list to complete to lift the limitation but when selling on ebay no limitations.
