Package held in custom and will not release
 
HEllo all,

I purchased some items and they are now being held in customs. The customs asked us to call them to provide some documents and look for a custom broker. We are unable to do such. The package will return back to sender after 30 days, so my question is: can I paypal dispute the sender to receive my money back? Will Paypal accept my dispute? The transaction is completed outside of eBay.

Most people would contact the seller to either get the paperwork sorted or arrange a refund/another parcel. At the very least you have to try that.
If you import items you have some responsibility to ensure you can get them. See what your supplier says. Most are happy to come to some equitable arrangement.:pop2:

Coffeebean is correct, but, this is probably the only circumstance that PayPal can help you outside of eBay. PayPal will side with you because item was not received. Don't wait past 45 days and depending how you paid and where you bought your goods, PayPal might be your best bet to get your money back.

Chase has been great with me disputing individual orders from DH Gate. As long as the seller can't prove that I have received the item then I get an immediate credit on my account.

I have friends that sell stuff that sometimes gets seized. It's good to have a good relationship between buyer and seller. They contact the seller and work things out that way. The seller's price of the item should accommodate for the percentage of losses to certain countries.

I find it ridiculous that there is this growing trend of sellers jacking up their prices and now charging insurance. I even had some guy who refused to ship my items, even after I paid for them, until I agreed to be responsible for half of the cost if the items were seized from customs. What a jerk. I immediately had him refund my money.

That's not so bad. In the old days, like 15 years ago, before online payment systems were widely available, we used to lose like several packages each year worth $800+ each. And $800 was a lot more money back then than it is today. And the seller took zero responsibility back then.
