Changing from private account to seller account?

How do i change from my private account to a seller account. I have my paypal address linked to my ebay but i cant find out how to get a sellers account.

At the top of the page where you have links to my ebay, buy etc etc click on "sell" then follow the onscreen instructions, you have to go through listing your first item then it takes you to seller account registration where you choose how to pay seller fees etc..........

There used to be a way of just doing the final part without having to list anything but I could not locate it this time had to list something
