Suspend after listing new item

It is really wierd!!!

I open a new Canada ebay seller account. The first new listing went through well. I listed the second, then MC049. I faxed id, and got it restored. I listed again, then MC049. It looks I can easily restore this account, but it cannot list any new item. Once a new item is listed, it will be hit by MC049.

What is this??? Anyone has any idea about this?
