International Buyers using U.S. eBay accounts...ISSUES?

I have been selling on eBay for almost 6 years and this has never came up before....

Here is the problem: This week I have had 3 sales with the same issue. I had 3 different buyers all with US eBay accounts purchase something from me. They live in other countries outside the US, they all paid with PayPal and expected me to ship to their country with the shipping I charge U.S. residents.

I took care of 2 of them with canceled transactions. But the 3rd refused my request to cancel the transaction, of course I will refuse to ship, but now have a $7 final value fee that eBay won't refund. eBays resolution page says they want me to complete the transaction! LOL

I'm not sure what to do here? I still have the guys money in my PayPal account (about a $100 item), but I'm not shipping a 6 pound package to Dominican Republic for $9.95

I have all foreign buyers blocked. But that doesn't work if they are holding U.S. eBay accounts. Hard to believe I got 3 of these in the course of a week.

I guess the best course of action is to refund, eat the final value fee and move on and wait for the negative. I don't see any other way out of this?

Comments or Suggestions?

If you blocked international countries from bidding in your stuff, but the buyer used a USA account to buy yet they are located in diff country, if you report this to eBay they'd probably suspend them.

I have had this in the past, but it's more of a buyer from a different country but now they are here for a reason and their address in USA.

eBay told me once that they don't allow a foreigner to own a USA acc to buy in USA then all of a sudden ask you to ship to outside of USA, especially places like Dominican republic where there's a bunch of scammers. Heck, my last scammer who got a hold of my CC info and bought $5000 worth of plane ticket is from there.

But worse comes to worst, yes, probably refund, get a neg and at the same time threaten him with the above info I provided for you.

Hope this helps.

TGMT the option you spoke of is the best legit option. There's an illegit one but I don't post here nor do I promote it. PM if you want to know. Kind of bad that I even know about it but hey, that's the business of trolling...
