21 days hold rule -- when will be finished?
 
My ebay account and paypal account is 2.5 months old.. still hold all payment for 21 days..


After how long time, will fund be available instantly?


I have another 5-month paypal account; the fund available without any holding.

Do you mean you made it 2 months ago or did you start selling 2 months ago?
I'd assume all positive feedbacks and high DSR?

You need 20-25 high DSR's to have holds lifted. Even then it will come back from time to time until you get over 100 FB.
