Creating Ebay account

I tried to make a new ebay account today. I'm stuck on the "Confirm your identity" page. It needs me to provide a credit or debit card. I tried using a vcc but it didn't work.

Any suggestions?

For what its worth, you may trying get a pre-paid visa card, etc, many banks offer them, as well as malls, and your local CVS. Walgreens, and Major Grocery Stores.
