How stupid the ebay new limitation rule

new account just listed 4 buy it now items then reached the limits.
I set until sale. 4 listings total 100 items(the limitation) which mean I can't list anymore unless all item sold.
How stupid the rule is. I have to create new accountsssssssssssssss.:juggle:

Was it a Canadian account? I keep getting this on every new US account starting from this month.

Canada account have been limited. Even for long history, power seller, and 99.8% account. I don't know why?
