Is there such info in eBay Stealth book?
 

Please can you explain me is there an information in eBay Stealth book how to use PC or laptop after suspension again?

This mean that eBay knows my laptop (because I installed new Windows and changed all except my laptop) and I'm not sure that eBay Stealth book will help me with my problem. Please advice, will I find a way to resolve my problem if I will buy eBay Stelth book? Just I do not know is there such information in a book.

To answer your question, yes ebay stealth will show you how to use the same computer.

If you formatted your computer, then it's not something on the computer. You have created a link yourself somehow.

Since eBay has entered the verification of the computer that is not possible to use an old computer to register a new eBay account. If you were suspended, your computer into a black list on eBay. eBay sees your computers and when you triyng to register and to sell again eBay informs you that you were already registered on eBay. I have tried many times. I changed everything except the computer, and eBay has seen me. But when I bought a new computer, eBay has allowed me to sell. It's not only my experience, this is the experience of hundreds of people that have been suspended.

Since your computer has been verified by eBay and then your account was suspended, you can't use the same computer to trade. You need to buy a new computer because eBay sees your old computer.

Sorry to say you're very wrong. You CAN use the same computer, do yourself a big favor and get the stealth book!

Any further discussion on your issue annulls the point of eBay stealth guide. It is useful and will answer your tech issues. Alternatively, if you read around the subforums here, it does take time but a lot of info is there to be canvassed.
