Ebay case buyer response time?

Can someone tell me how long the buyer has to respond to a case.

Buyer opened case.
I agreed to refund.
Buyer hasn't responded.

Rep told me they had 7 days. But it's been more than 7 days.
Last time this happened buyer responded almost 30 days later.
Meanwhile paypal has a few hundred on hold.
