This noob from China bought my item.. However I could have sworn I blocked out international buyers..
The buyer did not pay yet. And I have re-listed the item.. Is there any way I can cancel it or should I wait till he pays and then refund him?

You can request the buyer to cancel the transaction in the dropdown menu for that sale.

I usually tell them my label printer only prints domestic labels and I'm along way from a post office, they usually understand and just cancel...

You have to block specific regions when you create the listing. Just because you offer 'no international postage' or something doesn't mean that it wont appear on eBay China etc. and you have agreed even when saying 'no international postage' to ship worldwide because that area of the listing is where you input the necessary postage costs, eBay are assuming that you may need to work it out at the time of the purchase if it's abroad.
To prevent buyers from buying your items in certain regions block them when you create the listing. Send a request to the buyer to cancel the transaction, if they don't accept then you don't get a Final Value Fee.

That's a bummer about the feedback. I've had buyers from countries that I don't send to also...I think if they go to "Ebay dot com" they can bid anyway. Doesn't happen often to me, but since most of my items are cheap I just give em a shipping price and sent it.
As far as the feedback...you can just let it go, or maybe even contact Ebay if you truly didn't offer it for International sale.
If you want to have a little fun, and to get things of your chest, I sometimes leave a feedback for a buyer like.....
"You're a Positively Stupid Buyer. Learn To Read. Thanks"

You've been just as much a noob if you were not sure how you did the listing.
Lesson to learn: double, triple check what you offer with listings. NEVER rely on 'I could have sworn' etc. You know I could have sworn I had the winning lottery numbers but I've got no check
In your post you said you re-listed the item. Why did you risk doing that before communicating with the buyer? Re-listing should have been last thing done until you resolved the problem.

Wait so an int'l person bought your item, and you didn't want to send it/work out shipping to them, so you just refunded their money (how did they pay if you didn't stipulate how much for int'l shipping? You should know what's on your listings!). And you didn't contact them first? You need to contact your buyers-
sheesh. That could have been handled way differently to avoid the negative.

And I don't think that's fair to just say, "oh, karma will get them threefold!" it sounds like the seller made a mistake in his listing- so the buyer sees a great buy, makes the purchase- only to get his money refunded with no explanation. So he leaves a negative. Understandable.

I have had this happen just a few days ago, my listing said no shipping to asia ( all areas including china, japan korea etc) and some one bought from Canada and requested shipment to korea and actually sent me a total due request witha shipping address is S Korea, I sent a cancel transaction request, told the buyer I do not sell to S Korea and relised the item, she agreed to cancel and then bought the same item with another account in Canade. I sent her an invoice and told her If payment was not made by Wednesday I will relist. I am so angry sellers really get screwed so easily.. this buyer has 1 feedback she should not have been able to even bid as my requirements prohibit buyers with this amountof feedback to even bid..I will have to issue another cancel transaction request and if I have a problem with her it will be a pain. I should have blocked her immediately.
Some people suck!!!
As far as negative feedback goes, everyone gets one sooner or later.. I just got my first last month, set me off a bit because I had this buyer from France who bought a coat at the buy it now price and then was nickel and diming me about shipping cost and did not want to pay the $35.00 I charge for international express mail,I ony send international mail this way because I need tracking.. Anyway, she threatened me said she would pay but was extremely unhappy and that I was being difficult.BLAH< BLAH< BLAH, she was also a part timee seller of similiar item that I sell, she had a history of leaving neg feedback so I told her that upon packaging the item for shipment I noticed a tear in the garment and could not sell it in this condition, I said I was sorry, refunded money straight away and issued a cancel transaction request... Well, she proceeded to leave very negative feedback claiming I was difficult and my item was ⊗⊗⊗⊗..she would not agree to cancel the transaction but sent me an email stating she was thankful I refunded her money so quickly and that she had done what she had originally intended to do, seems she was trying to weed out competition. what did I do, Well I could not leave neg feedback but I did leave feedback that was not nice and I did respond to hers. I remember who she is and will get her back some day.. As I said some people really suck !!!

Understandable. | I can't be sure about this OP's particular sale, but I can tell you that I've had a few buyers from countries I've never allowed to bid, win and pay and include ZERO shipping. Or they will buy an item and THEN ask how much to send it. My guess is they are registered as a U.S. buyer but are now living overseas. My items are listed for Free shipping to U.S. only, but I do charge to ship to a limited # of "foreign" countries.
I can verify that this CAN absolutely happen to a seller, and when I refund the payment I have wondered what Ebay would do for me if I got Negged.
BTW....I am relatively high volume, so don't presume this happens often. It's actually very rare.
