I just found the first person on the eBay forums that today got the following message:

You've reached the selling limit for the number of items you can list. New sellers are limited to 5 (active + completed) items per 30-day period. As you establish a good selling track record, the number of items that you can list will increase automatically.
If you have Account Manager, please contact them for additional support.
Notice something? Yep. 5 items per 30 day period, not 10.
I wonder when eBay will start implementing a limit of 1 item per month? Can't be far away now.

I just got a new message today also. I attempted to list a item on a BIN with a quanity of 5. This is a item that I have been selling for over a year now and never had any issues. When I went to list it the message said that I needed to lower the quantity. I had to lower it all the way down to 1 before it would post. This is a a TRS account with 900+ 100% feedback.
