I order a package through Dhgate and it hold by the US customs around 3 weeks so I open a dispute to ask for full refund. But now the seller told me that I have to pay the shipping cost. I told him that I will not pay it. What should I do now? should I pay for the shipping cost?

Your first problem is buying something on DHgate with PP. If you ever even think about providing that invoice as proof of ownership you're totally screwed.

PP will side with you. You do not have to pay the shipping costs.

Sidenote - why did you open a dispute because it was held for 3 weeks? That doesn't sound like its the sellers fault. Customs taxes, levies, and quarantines are part of buying from overseas. Why are you being such a tool about buying an item from overseas?
